Everything suggests to me that ASC are hunting for buying options.

The choice of method to reward shareholders allows it to be a one off ( once the pay a dividend people will expect it to become regular), allows them to keep their cash war chest and in fact potentially increases it if the options get excercises.

They are also holding basically their entire cash, as cash at bank, a sure sign that want quick access to the funds if needed.
