I believe that they need to register and be listed on the Gov Panel in order to reply to tenders to supply products and services to agencies/gov bodies such as public hospitals etc.
The alternate is to partner/supply someone who already has the supply contract...
As usual, happy to be corrected if anyone knows more info.
