Reminds me when I built my first small shopping centre (In SA thirty years ago) which included a small super market. I can't quite remember if it was the fire inspector or the Council inspector but before getting the completed certificate I had to change all the deadlocks. "They have to openable from the inside without a key " I was told. "But they will be left unlocked during the day time - they are only for security at night" I answered. "That is the point my good man, if thieves break in at night through the roof etc and start a fire - they will not be able to exit in time."

I thought the guy was joking! So I said, I could always install razor wire in the ceilings. He wasn't impressed and thought I was a young smart arse!

I changed all the deadlocks and learnt my lesson.
