He gave you his response at the time.After all he wants to " sort himself out".
I would respect that, and monitor the situation,having left him with a clear offer of help, and how to get it.
Only intervene if the situation escalates to high risk, then get emergency services involved.
Hard to watch somebody in obvious distress refusing assistance,but that is their right up to a point.
At least he will know that another person cares.
