The only 'perversion' at work here is your apparent view that people in the regional areas should be solely governed by metro based politicians.
The Nats fielded candidates in a total of 15 regional seats. Their total vote, as of this morning was 154,000 out of total counted votes of 396,000-->39% ! Far in excess of the 6% that you conveniently choose to quote. They've won 10 seats in their own right & have every right to a few ministries, as do the people of regional Victoria.
