In the end Indonesia (and Egypt) is a third world country that doesn't care about animals except as food. And then only certain animals because of religion. As someone else noted above throw in halal slaughter then you can forget any sense of sensitive handling of animals as it occurs in a first world country.
As for banning the live export trade. Well you can try it, but they won't buy the meat from here. The reason for local slaughter is not just to meet religious customs but because there is little to no refrigeration. So it's slaughter today and eat today and tomorrow. The meat just can't be kept or transported.
