The prospect of a "Horror" budget is just good policy. The ALP committed itself to a balanced budget over the course of the economic cycle. They also introduced a massive fiscal expansion when threatened with recession. There was no recession in this country. If you're going to balance the budget through the cycle, the logical consequence of aggressive spending to avoid a downturn, is fiscal contraction during the upswing. If we get a tough budget in May, the government's nailed it.
