what difference if the perpetrator is Rwandan or Liverpudlian? he, the individual, did heinous crime. a terrible murder. neither you nor I know him so we have inadequate info on which to judge him.
fortunately he remains alive and so he'll go on trial. lets see how that pans out and hope he is sentenced for long time. staying alive in the bin is the best deterrent we can offer. killing him will only justify his brutality.
