    you can do this in 11...

    5 races - pick the top 2 from each - 10 horses
    2 races - pick the top 2 from each
    1 race - decides # 1 horse - leaves 3 horses from top 2
    2 races - 3 horses from top 2 + 5 3rd place finishers
    1 race - top 2 from each of the above races (1st will be 2nd place horse, 2nd will be 3rd)
