Maybe I'm crazy but I thought forecasts came from financial statements that are tested by auditors... Example, director 'a' wants to say that revenue for year 'b' is 500 billion. Auditor takes a look at the financial documents used by the director, uses models to test reliability, then informs director that there are some financial misstatements, so then forecasts have to be adjusted...
