Yes, this is pretty much how I would expect him to respond.

The anti-Lynas group has been agitating for an answer just as much as us.. they have gone one step further (foolishly) and demanded he just answer in the negative to get their troops fired up.

I think he is either still waiting for specific responses from experts not directly in Malaysia (to put rest to some of the wider claims), or has got all the info and is looking for a way to present it to his cabinet so they can decide how and when to deal with the fallout of his decision.
