If you read the DFS they say that the relevant section of road will be sealed by Federal/State government money before the project starts producing. This was written long before NAIF became involved with APC.
NAIF now appears to be more about project funding but the project has to benefit the local community. That is easy to argue.
There are some projects that will put in infrastructure that may be of benefit to the broader community. AMN and RWD are both looking at upgrading significant lengths of track.
