I think that means they have run out of retired old military fossils to make CEO's ? Those types have all be wheeled out of their rest homes by various news outlets to make comments on Putin's war strategies so not available to help suck EOS bank dry.
the closest EOS will get to a contract is Ben wheeling out the good old 'We have the best tech hidden in the closet waiting for the competition to catchup, then we will smack them down in awe & wonder at our superior IP & tech' - always good for a laugh.
