Couldn't there be a scenario where the govt supports both options. ie. give both factories a boost and order half from each, unless one is vastly superior, which doesn't seem to be the case. The economic benefits would flow on because they can then supply both Germany and Korea with what they want.
Aside from the govt support wouldn't both these factories be viable just supplying Germany and Korea respectively?
