Buying stocks in a trading halt should not be a problem but the purchase price needs to reflect the price on open after the TH. Currently it seems you can purchase stocks coming out of a TH for the price they were when first halted (see MNS yesterday and HZR earlier this week). Until this bug is fixed the game is just a hunt for stocks in THs with positive announcements that gap up on open (buy the open, sell the close, repeat)
