I suggest the following to clean up site:
1. Make everyone reapply again.
2. Must have trackable ISP email address, not hotmail and the like.
3. Charge a one-off joining fee. I suggest $10. This should go a long way to discourage multiple membership. Most of these troublemakers are cheapskate so that should be a barrier to their existence. If need be for the running cost of the site, then make that into an annual membership fee.
