Who do you suggest pays the cost for the masks? The government will certainly not shore up that amount of money and nor should they.
We already have concrete evidence that people in hotel guarantine are not fulfilling their obligations to reimburse the government for the accommodation so we should hardly expect the public to bear an additional cost.
