Countries that have rights legislated don't necessarily have them stated that they must be provided by the State.
e.g the US Constitution has the 2nd amendment with the right to bear arms, it doesn't state that you should be entitled to a free gun!

Ok, so are you saying that everyone has the right to a house but it's implied within that right "provided you have the money to buy it' ?
