You have conveniently added capitalisation to the word "investment". A subtle difference which changes the meaning of the sentence.
If landlords are not able to raise rents to compensate for raising interest rates then housing will underperform other asset classes. If they are able to raise rates sufficiently to compensate for rising interest rates then it still could underperform other asset classes.
Rents are more generally linked to house prices, not interest rates so rents will not rise to compensate for interest rates.
