I didn't say I agree with applying CGT to PPR. I don't agree with it. CGT should be in place for an asset that is primary used as an investment.

I didn't say it was out of reach, but it does make the environment more difficult as it drives people to carry a larger debt load than otherwise would. And for quite a few people out there, the main reason they have managed to or been enticed to buy has been because interest rates have been lowered to historical lows.
My point was aimed at your point about ownership or lack thereof and the potential drag on government. My apologies if i wasn't clear on that.
