The short answer is that ORE has a lithium hydroxide plant it is building in Naraha, Japan, where it will create battery-grade lithium hydroxide from technical-grade (non-battery-grade) lithium carbonate as a feedstock.
As for all EV makers "switching to a higher purity product lithium hydroxide", I believe the jury is still out on that with regard to the timing and the extent, but there are people better placed here to comment than me.
