Of course in your brave new "greenie" world a new dam only takes a few days to plan, build and commission.
But what happens to the rain that flows away and is not stored while you are building the now necessary new dams?
Arent you just setting up entire communities for massive failure and collapse by restricting necessary infrastructure expansion in a timely manner so as to be effective and usable?
