    I am not a Doctor mate....but...I would suspect so if you are loading, kneeding and stretching the tendon. Scar tissue need not be permanent to a degree - deep scar tissue is going to be hard to change. Physio's will often work on tendons and muscles using myofascial release to encourage remodeling in which abnormal clumps of cells, adhesions, are gradually loosened and replaced with normally aligned cells. Obviously tenocyte cells will naturally improve this they are involved in this remodelling at a biological level => more tenocyte cells = better remodelling. So yes, I believe ATI will help replace scar tissue with better aligned fibres, but you will need to work on the tendon via loading and release. Tendons will only modify/adapt in response to change. If the tendon is dormant, I suspect the remodelling of scar tissue would be minimal.
