I don't see Sangha-to-Pointe Noire rail as a plan B.

The Republic of the Congo has plenty of mines other than the Sangha cluster that are awaiting exploitation, nearly all of which are spread throughout the interior down to the port at Pointe-Noire. It's not part of the original remit, but would be a welcome addition. I do think that having both may be overkill...but then what will be the eventual use? It's more than possible that the Kribi-Mbalam line will connect only Cameroonian mines, leaving the Sangha-to-Pointe Noire to carry the entire Congo outputs. I guess it would depend on which path is completed first, and which Port is first ready to ship.
We'll know everything we need to know soon enough. We simply must be weeks away from a firm announcement of fact.
