the question is whether the large shareholder wants to exit. I imagine one could offer as many of the shares and you would get a prorated scale back depending on demand. If it was at 16c and take up was low from retail , it could offer opportunity for TS to exit more of their holdings.
mere speculation as I have no idea about Anyones thinking . I agree though the higher the SP is and closer to 16c , the higher a buyback price would need to be
