The problem is far deeper than what you guys imagine. The problem is human nature and it's poor design.
Consider a lower class suburb of NY or LA. The suburb will be very strictly divided along gang lines. Gangs are just cultures, and every night such places teeter on the edge of exploding into chaos. The only thing that prevents it is the strict division according to culture.
Now imagine you're the mayor. You decide that borders should be dropped and everyone is equal and loving and we're all going to live together. You legislate to have people mixing - people from vastly different cultures. By your actions you create bloodshed, endless pain and suffering. You are to blame for not understanding human nature.
Eventually, people who live in such places will learn to live harmoniously. But by forcing it, you create untold harm. That's what politicians do. But they are too godammned stupid to realize the consequences of their actions.
