    I can't see how the rules wouldn't apply to the $20 drones.

    Lily can be both an RPA and a UAV. You have some control over it IF you are observing it, so it is an RPA, but if you're shooting rapids or whizzing down a ski slope, you aren't observing it so it is a UAV.

    Not enough details on Roam-e yet, as far as I can see.
