I didn't see an answer to that part of your question.
The reason is that most of the power for Victoria is produced at the brown coal fields and the plant is designed to use that coal. If the plant was being built now the coldry technology would no doubt be used but that is not the case. To bring in black coal is not a practical proposition. Coldry would be an answer to a reduction of CO2 for a percentage of its usage and I'm sure if/when a plant is built then that will be the case. Someone has to come up with the money for the plant.
Maybe the 10% is not right but I have read that figure and belive it is correct.
