    Interesting point of course...
    I guess it depends on how you define intelligence and the necessity of a large, high energy use brain as ours as a necessity for intelligence...

    Certainly the swarms of insects seem to capable of building enormously complex structures and even engaging in warfare with other colonies...

    It might be that the sort of emergent "intelligence" directed at very specific tasks for survival from low energy, simple brains like we see in insects might be the more obvious model for survival...

    just idle speculation...
