From what I have read they have not enriched even a milligram of Uranium so they are where Silex were 25 years ago.
They probably need to spend in the 10's of millions of dollars per year for the next 10+ years and they want funding from their customers ( future orders). My guess is they are hoping the US taxpayer will cough up some dollars from the $700m fund.
Silex have secured one of the biggest players in the industry and their technology is classified as top secret.
Its relatively easy to do this stuff theoretically on paper, quite another to make it work in real life. I would have my doubts about them getting funding because the US government may not want to develop laser enrichment that is patented and therefore publically available.
Either way Silex are in the home stretch now and the competitors are at the starting line. Silex will have a plant running whilst thest guys are getting 3 phase power sorted in their lab
