True for SK-II, not for Olay Magnemasks in China, Hong Kong, and now Taiwan. All varieties have been continuously available in each country (China since early Jan, Hong Kong and Taiwan, since launch). Promotion has been strong, particularly in Hong Kong.
The Booster's availability was to end (more or less) by Dec 31 1017 across Asia. This was planned from the start and was particularly evident in Korea where they specified in September that it would be pulled in December. So definitely not a sign of failure. The fact that it has not been relaunched is saying something important. I suspect its to do with the integrated product coming soon.
