Hi all, just a question for those that are more in the know than myself; How do countries 'turn the taps off' so to speak? I understand where it is government run it is easy enough as then the government can turn the tap off, but wouldn't the great majority of the worlds production be from the private sector? The governments generally have very limited control over their taps.
