Swandc, generally you are correct for western economies ie US and Europe however countries such as SA, Russia and third world countries such as Venezuela all have their own national oil companies who produce the oil thus its relatively easy for them to cap production although Russia has a problem as its so cold that if the oil isn't constantly flowing in the pipelines the water content in the crude freezes
