Pretty much, except that the whole point of an IPO would be to raise funds. Otherwise why bother?
So taking your example above, and raising an additional $235 million in an IPO of 400 million Spacelink shares at $1 each. Eligible EOS shareholders would receive 165 million Spacelink shares allocated at a rate of 1.797 Spacelink shares for every EOS share held at the record date. Ineligible shareholders would receive $1 for each EOS share. Eligible/ineligible depends on where the IPO is held: US, UK, Japan, China, New Zealand...
EOS shares would re-rate on the market to reflect the capital value that had been transferred from EOS to Spacelink.
Spacelink shares would end up wherever based on how that market valued Spacelink.
