how do we adress this?

THanks to Roy and many others, we now have a good basis for the technical facts, but reading the final DERM report and comments such as this- regarding Carbon energy's restart;

"They (the extra conditions)mainly centre on the protection of groundwater supplies, including more stringent notification requirements".

leads me to think that the primary reasons that CXY was halted was because Cougar was too slow to notify DERM (In DERM's opinion) and didnt demonstrate that they had access to consultants who could wow DERM with a slick presentation.

How do we convince DERM that this wont happen again? What is Len planning? Will they use the same whiteboard? (even if it is the best way to demonstrate a concept- it failed to impress DERM- and that is all that we need to do.)
