oil replacement, urgent

I remember not too long ago, oil cost at well over $130 / barrel U.S.!
Back then there was a lot of discussion about oil shortages, vehicles off roads ~ due to cost of oil + shortage thereof.
Near on panic stations?

Then, oil dropped, and dropped to the lows of several months ago, to slowly start recovering.
Why is'nt more done in these times to ensure our transport becomes less reliant on oil?
Still the odd hybrid, and other means gradually coming on line from our major vehicle co's. IMO, should be that all new vehicles (car, truck, bus, e.t.c.) have the alternative 'fuel' / operation in place, either as hybrid or as a whole!
We didn't have too long a supply of oil last year, & now we're a year on, and still no massive change.
Obama has legislated for change sometime down the track.

Just a thought.

Aru will obviously come on-line about same time as an anticipated ramp-up is expected (in demand), however with govt influencing future change, when will the demand exceed supply?
REE prices are at 12mth lows, and not budging, so can't see current situation bringing the prices up short term. Chinese are stock piling, based on old reports, and with lower export volumes, rates still haven't recovered.
