before going down the special access path I think you need to ask the doctors whether they think this wound is related to venous or arterial insufficiency?
if you have poor blood flow, (the color , swelling and pigmentation of the leg are suggestive) then the wound will struggle to have the necessary conditions to heal. Of course there may be some bacterial issues but this is always the case with these type of chronic wounds. I have a wound that I treat 2nd daily that has been present for >3 years (disclosure- I am a Clinical Nurse Consultant). worthwhile talking to the medical team (registrar will suffice) and also the wound care clinical nurse consultant (if there is one accessible) about the cause and above topic before spending a lot of time and effort to get access to a special drug.
I should add that these wounds a very difficult to heal and relatively common. it is a long road unfortunately if the wound is related to blood flow but there are a number of strategies that can be supportive and although they sound inconsequential, and are not a quick fix, they will make a difference
