All it means is that large aus super funds, which are hungry for infrastructure investment, would be more likely to invest in US infra (ie help fund Trumps infra ambitions) if the US signed the trans pac trade agreement. It doesnt mean the aus government can force trustees to invest in particular assets.
As a side note, cash flows from infrastructure investment are often contracted years in advance and inflation linked. Excellent for proving retirement income. The capital returns typically have low correlation with sharemarkets too.
