Easy, in closing auction someone was selling for 0.09 40300 shares. Someone then places order for 40299 at 0.1. They get the 40299 at 0.009 and you get 1 share. This is how to jump the queue however risk is if the seller pulls the sell at the last second and you cant cancel your buy, you will buy for 0.1.
If you leave your original order to fill then you will pay brokerage only once. If you cancel thet order then your 1 share will cost you the standard brokerage fee of 5 or 10 dollars.
