It's not 'alchohol based' in that sense. They are using the alcohol as a solvent and as an instant sanitizer. The active ingredient that provides protection over time appears to be the same as Zoono's.
I think the difference is that you likely can't use this as a fine air mist spray (for cost effective industrial cleaning) because the alcohol is going to evaporate before the solution touches a surface.
