No, it's for yesterday's requirements .... that is, what people yesterday thought we would need in 2030. As you point out, what we thought that 2013 would look like back in 1993 would be nothing like it is. What people think we'll need in 2030 is likely to be equally wrong. And we'll be stuck with an out-of-date hard wired network costing trillions to update.
Wireless has come on enormously in the last ten years. Back then, the best aerials were home-made. Now the aerial/radio units cost little more than an aerial did ten years ago, and are far more effective, and smaller.
