As a non accountant I think they can do it this way because the customer has signed a conditional agreement to become a customer at the beginning of the process when the advance is received from FCC. They are then able to exit the agreement before finally accepting it to become binding and accept the videos produced, this is where BIG need to find an alternative customer or repay FCC (note this hasn't happen yet).
