local councils will be even more ineffective in the implementation and administration of essential services, and such a system will be too fragmented.
the states are a part of the federation and are specifically catered for in our federal constitution. At the practical level, I cannot see the states being abolished as we know how difficult it is to change the federal constitution.
There needs to be a cultural change at the state government levels. May be one way to effect that if for the federal government to dictate certain policy outcomes via the use of more tied grants to the states.
I hope the current federal-state review will bear some useful suggestions for change.
