Unless there is compelling medical reasons, I don't believe any parent has the right to make a surgical decision regarding a child's penis, or vagina.
That surely, is a decision the affected individual should make themselves in later life.

I agree. And that goes as far not intervening surgically in the the case of children born with indeterminate sex organs (indeterminate being having both or vestigial ). It does untold damage physically and psychologically and is a practice in western medicine (doctors knowing best apparently)
