I don't think that CVI was EVER in charge of the bidding...at least as far as oil leases go. They got Longonjo and the diamond leases in their own right. matanda is in cameroon so that's a different kettle of fish.

as for angolan oil leases it was nexoil way way back that was in charge of the bidding. Nexoil is a local company and the original blocks bid for were for local companies. CVI were the JV partners bringing expertise to the equation
