i remember when we were told that bypassing the tender process was a good thing because we didnt have to wait until after the elections...and not too much time has passed and now we are told we will still be part of this tender process.
from that i get the feeling that we missed out on the bypass, lol
but youre right...i could easily be wrong :-)
