It's called a police state when a cop can issue a fine and state an aribitrary reason such as "too far from home".

How far is too far from home?

1 kilometer? 5 kilometers?

What if the person was driving to the pharmacy or doctor?

Would they be given a fine?

The entire incident is ridiculous and makes the police and the Police Minister look like idiots.
