It shouldn't be a surprise. CWE normally trades between 3 and 4 cents - with PWEP operating, I'd expect the new norm to be between 4 and 5 cents. Over 6 cents was unsustainable, IMO.
With no commercial product, no projects and no profit growth, the stock really isn't worth much. If that ever changes, then it's a different story.
