I think you have missed the boat so to speak.
BRL are on record saying the port in it's current state is not a viable option for shipping coal.
I am not sure if it is just the dredging that is required to keep a certain depth but I am sure BRL have said to be viable, for export coal, ships of a certain minimum size are required and even the minimal size is to big for westport.
Makes sense given how far we are from export markets.
