The original plan was to ship coal out with a feeder vessel to stockpile at a deep sea port in NZ. From your remarks it seems to refer to a vessel being used for direct shipment to the final port of discharge.
It goes without saying that Westport would never be able to accommodate such a vessel other than say small shipments to Australia. FYI I was involved in Westport port when Bathurst first arrived in NZ.
